Can the website be in both Arabic and English?
Yes. I build both languages together, including right-to-left layout and Arabic typography, so the Arabic site is designed rather than translated afterwards.
Will it appear on Google?
I build the technical foundations search engines need — clean structure, fast loading, metadata, sitemap and structured data. Rankings also depend on content and competition, so no one can honestly guarantee a position.
